The Hierarchy of Controls — Why PPE Is Last
Under Canadian OHS law and the internationally recognized hierarchy of controls, PPE is the least effective control method. Employers must first attempt higher-level controls before relying on PPE:
- 1. Elimination — Remove the hazard entirely (most effective)
- 2. Substitution — Replace the hazard with a less dangerous alternative
- 3. Engineering Controls — Isolate workers from the hazard (guards, ventilation, enclosures)
- 4. Administrative Controls — Change how work is done (procedures, training, rotation)
- 5. Personal Protective Equipment — Protect the worker directly (least effective)
PPE fails when it's damaged, misused, or ill-fitting — and it only protects the worker wearing it. This course teaches workers to demand higher-level controls first AND how to use PPE correctly when it's the required control.
